The RTA

The Resource and Tax Adjustment (RTA) is a mechanism the Minnesota Public Utilities Commission allows Dakota Electric to use to reflect changes in the cost of wholesale power, property tax and conservation spending.

The base amount for these Resource and Tax Adjustment factors are set in each rate case. After Dakota Electric files a rate increase and then implements those new rates, Dakota Electric starts billing new Resource and Tax Adjustment amounts that reflect the changes in these costs that have occurred since the last rate case was filed. (Our last rate case was approved and implemented in 2010.) The Resource and Tax Adjustment for residential members is now $0.0048 per kWh.

Seasonal Rates

To reflect the higher cost of wholesale electricity in the summer months when demand is higher, Dakota Electric implements seasonal rates in June, July and August. During this period, members on Dakota Electric's small general service (Rate 41) pay a slightly higher energy and members on our general service rate (Rate 46) pay a slightly higher demand charge. Resource and Tax Adjustment (RTA)

The Resource and Tax Adjustment (RTA) is a mechanism Dakota Electric uses to adjust prices according to wholesale power cost fluctuations, property and real estate tax changes and changes in conservation spending, compared to base amounts included in the tariff rate. Dakota Electric calculates the RTA annually and files the RTA amount with the Public Utilities Commission before implementation.

The RTA is figured on a per kWh basis and is a direct pass through, appearing as a line item on members' bills. For example, if the factors used to calculate the RTA decrease, the RTA will appear as a credit on members' bills. If the overall net effect of the factors increases, the RTA will be a charge on the bill.
